Broadband Infrastructure Grant Applications Now Open In Texas

Applications For Broadband Infrastructure Projects Must Be Submitted By May 5, 2023

The Texas Comptroller’s office has announced that they are now accepting applications for broadband infrastructure projects that are to be a part of the Bringing Online Opportunities to Texas (BOOT) program. Applications must be submitted to the Broadband Development Office Application System by Friday, May 5, 2023.

Through the Coronavirus Capital Funds Project – and administered by the Broadband Development Office (BDO) – Texas has been allocated $363.8 million to carry out infrastructure projects that will expand access to high-speed internet access. The BDO will oversee a multi-round competitive grant process, with the first round of funding totaling $120 million.

To participate in the program and submit a proposed project for funding, an eligible applicant must be one of the following:

  • Political subdivision of this state
  • Commercial broadband service provider
  • Non-commercial broadband service provider
  • A partnership of any of the above

Additionally, eligible broadband infrastructure projects must be designed to deliver broadband service that meets or exceeds speeds of 100 megabits per second (Mbps). Applicants must also demonstrate a plan for a universally available low-cost option for locations being serviced by the project and participate in a federal broadband subsidy program.

Utilizing the Texas Broadband Development Map, the BOOT program will determine eligibility for the proposed broadband infrastructure programs, emphasizing those that facilitate access to work, education, and healthcare services in unserved and underserved areas. 

According to the Comptroller’s office, the criteria used to provide funding are:

  • The project is located in a designated area considered eligible by BDO for funding.
  • The project invests in capital assets enabling work, education, and health monitoring.
  • The project is designed to address a critical need in the community to be served by it.
  • The project will address a critical need that was made apparent or exacerbated by the COVID-19 public health emergency.

In 2021, the BDO was established by the Texas state legislature to help close the digital divide in Texas.

The BOOT Program is the state’s first competitive broadband grant program focused on last-mile connectivity: connecting end-users to high-speed internet. The program supports broadband infrastructure projects in eligible areas that bring reliable, affordable internet service to communities in need.
